Export product classification systems give every traded commodity a standardized numeric code, allowing exporters, customs authorities, and trade statisticians to identify merchandise consistently across borders. The foundation is the Harmonized System (HS), maintained by the World Customs Organization (WCO), which provides a universal six-digit code; countries extend this with national subheadings—the EU's Combined Nomenclature (CN) runs to eight digits, the US Harmonized Tariff Schedule (HTS) to ten. Correct classification determines applicable duty rates, preferential tariff eligibility under free trade agreements, and licensing obligations for controlled or dual-use goods. Misclassification exposes exporters to clearance delays, duty underpayment assessments, and penalty proceedings.
