When a shipment contains export-controlled goods, the exporter must demonstrate compliance with applicable national and international regulations – that is precisely what an export control document provides. Depending on the goods, destination, and sanctions regime involved, it may take the form of a government-issued export licence, an end-user or end-use certificate, a commodity classification statement, or a combination of these. The document is typically required for customs declaration and may be requested by customs or licensing authorities both before departure and during post-shipment audits. Requirements are especially stringent for dual-use goods, military items, and technology transfers: missing or incorrect paperwork can result in shipment holds, fines, or denial of future licences.
