An export control check is carried out whenever a company intends to ship goods, technology, or services abroad and it is unclear whether free export is permissible. The assessment covers four dimensions: the classification and sensitivity of the item – particularly for dual-use goods – the intended end-use, the destination country, and the reliability of the consignee against relevant sanctions lists. Exporters, freight forwarders, and customs brokers conduct this check before accepting an order or releasing a shipment. An inadequate or missing check can result in shipment holds, substantial fines, or criminal liability. Unlike export control clearance – the official regulatory authorisation – the check itself is an internal compliance process.
