When an exporter prepares goods, assembles the shipping documents, and files a customs declaration, they are initiating an export: the cross-border movement of goods out of the domestic customs territory into a foreign country. Exports may be permanent – for sale or manufacture abroad – or temporary, such as goods dispatched for repair and expected to return. Depending on the commodity and destination, export licences, customs export declarations, and statistical reporting obligations apply. Within the EU, intra-community supplies to other member states are distinct from exports to third countries; the latter require formal customs clearance and carry VAT implications for the exporter. Not to be confused with transit, where goods merely pass through a customs territory without being released for free circulation.
