A shipment is packed and ready – but no freight leaves the customs territory until the office of departure has granted clearance. This is the customs authority where the export or transit declaration is formally lodged, export licences are verified, and the relevant accompanying document is issued. In EU transit procedures, it is the point at which the NCTS movement is opened and the transit operation officially begins. It is not the same as the office of exit, where goods physically cross the customs frontier: the two may be the same location or separate offices, depending on the routing. Freight forwarders must declare to the correct office of departure to avoid compliance issues and loading delays.
