When an exporter ships goods to a partner country within the Euro-Mediterranean association network and seeks to apply preferential duty rates, a EUR-MED Certificate of Origin is required. The document certifies that the goods satisfy the rules of origin under the Pan-Euro-Med protocol, including diagonal cumulation: inputs originating in different participating countries within the network may be counted together as qualifying materials. It is issued by the competent customs authority of the exporting country upon the exporter's application, supported by origin calculations and documentation. Unlike the EUR.1—the standard preferential certificate for bilateral free trade agreements—the EUR-MED is specifically designed for the Pan-Euro-Med zone and carries a declaration indicating the type of cumulation applied. Choosing the wrong document in customs practice can result in denial of the preferential rate.
