Customs officers and freight forwarders operate within the EU Customs Union as the single tariff territory of the European Union, where goods circulate between member states free of customs duties and without import quotas. All member states apply the same Common Customs Tariff (CCT) to goods arriving from third countries, closing off any possibility of routing shipments through low-duty gateways into the single market. A consignment moving from Germany to Romania clears no customs; the same goods from Canada or Turkey require a full import declaration at the EU border. The Union Customs Code provides the legal backbone for uniform procedures across all member states. The EU Customs Union should not be confused with the EU single market, which goes further by harmonising product standards, services, and the free movement of persons.
