It replaces lineside signals with continuous movement authority transmitted directly to the driver's cab display. The system is structured in three operational levels: Level 1 uses balises for point-based data transfer, Level 2 relies on GSM-R radio for continuous track-to-train communication, and Level 3 enables theoretically signalless operation without conventional track-circuit detection. For international rail freight, ETCS means fewer locomotive changes at borders, shorter transit times, and harmonised technical requirements across EU member states and Switzerland. ETCS is the control and command component of the broader European Rail Traffic Management System (ERTMS).
