Unlike broad maritime environmental rules that apply on the open ocean, Emission Control Areas (ECAs) are precisely bounded sea zones where vessels face significantly tighter emission standards. The International Maritime Organization (IMO) designates ECAs under the MARPOL convention to protect air quality in coastal and heavily populated regions. The main focus is on sulphur content in marine fuel, along with limits on nitrogen oxides (NOx) and particulate matter. Upon entering an ECA, shipowners must either switch to low-sulphur fuel – typically VLSFO or MGO – or run approved exhaust gas cleaning systems (scrubbers); both options carry a measurable cost impact. Established ECAs include the North Sea, the English Channel, the Baltic Sea, and the coastal waters of North America.
