A freight forwarder receives a customs authority invoice and misses the payment deadline – the authority then places a hold on upcoming shipments, freezes bank accounts, or auctions stored goods to recover the debt. Enforcement, or compulsory execution, is a court- or authority-sanctioned procedure that empowers a creditor to recover a judgment debt against the debtor's will. In the customs and logistics context, typical instruments include cargo holds, account freezes, wage garnishment, and forced sale of assets. The procedure requires an enforceable title – such as a final customs assessment or a court judgment – and is only triggered when voluntary payment or compliance fails. Not to be confused with a single enforcement measure: enforcement as a term denotes the entire procedure, not an individual step.
