It is a standard requirement for licensed or controlled items such as dual-use goods, defence equipment, or advanced technology, and serves as the exporter's proof of due diligence before shipment. In many countries, the declaration must be authenticated or officially certified by a government authority in the recipient country. Without it, an export licence is typically not granted. It should be distinguished from the end-user certificate, which some licensing regimes require in addition to or instead of the declaration and which tends to carry a more official, government-issued character.
