End-use control is a regulatory or exporter-led verification procedure designed to confirm that exported goods reach the declared ultimate consignee and are not diverted to unauthorised third parties. It applies primarily to dual-use items, military equipment, and other licensed goods, as well as shipments destined for countries subject to embargo regimes. The tool set includes end-user certificates, delivery records, and – where risk warrants it – on-site inspections at the consignee's premises. It should not be confused with export licensing, which focuses on the point of departure; end-use control extends scrutiny through the entire supply chain to the point of actual use. Violations can result in licence revocation, financial penalties, or criminal prosecution.
