The underlying rationale is that strong encryption may be exploited for military purposes or illicit activities, a concern shared by the major export-controlling nations. Cryptographic items are therefore generally classified as dual-use goods, subject to both civilian and defence-sector controls. The principal frameworks are the Wassenaar Arrangement at the multilateral level, the US Export Administration Regulations (EAR), and the EU Dual-Use Regulation. Freight forwarders and logistics providers must apply these rules even when shipping seemingly routine software tools or technical documentation across borders.
