The primary purpose of an eManifest is to give border authorities advance visibility of incoming cargo: it transmits structured data on goods, consignor, consignee, and conveyance electronically before the transport unit arrives. This allows customs and border agencies to perform risk profiling and schedule targeted inspections ahead of physical arrival, substantially cutting dwell times. In the EU, the eManifest takes the form of an Entry Summary Declaration (ENS) filed through the Import Control System (ICS); the US requires sea cargo to be filed 24 hours before loading at the foreign port. For freight forwarders, this means complete and accurate shipment master data must be system-ready well before arrival. The eManifest should not be confused with a bill of lading or waybill – it is a regulatory submission to authorities, not a commercial transport document.
