When a shipment reaches the border, the importer needs proof that the goods qualify for a reduced or zero duty rate under a trade agreement or GSP scheme – that proof is the electronic preference certificate. Issued digitally by customs authorities or authorised bodies, it certifies the preferential origin of goods and underpins tariff concessions under free trade agreements or the Generalised Scheme of Preferences. Electronic transmission is steadily replacing paper certificates of origin, cutting processing times at customs. If the certificate is missing, incomplete, or submitted late, the importer loses the preferential rate and faces full third-country duties, potentially with interest. It should not be confused with non-preferential certificates of origin, which serve statistical or trade-policy purposes rather than tariff reduction.
