ECOWAS preferences allow goods traded between the fifteen member states of the Economic Community of West African States to benefit from reduced or zero import duties. Eligibility hinges on compliance with ECOWAS rules of origin, typically defined by a minimum regional value content or a specified processing criterion. An ECOWAS certificate of origin – or an equivalent origin declaration – must accompany the shipment; without it, standard tariffs apply. The scheme is distinct from most-favoured-nation concessions, which apply unconditionally to all WTO trading partners, and from unilateral national duty reductions.
