Export control officers and compliance teams use ECCN classification to determine whether a product, software, or technology falls under U.S. export regulations. ECCN stands for Export Control Classification Number – an alphanumeric code administered by the Bureau of Industry and Security (BIS) within the U.S. Department of Commerce under the Export Administration Regulations (EAR). Each code is organized by product category and control reason – national security, nonproliferation, anti-terrorism, and others – specifying whether an export may proceed without a licence, under a licence exception, or only with individual BIS authorization. Items not captured by a specific ECCN receive the designation EAR99, which generally requires no licence but remains subject to controls when sanctioned parties or restricted end-uses are involved. Non-U.S. companies re-exporting U.S.-origin goods are bound by the same re-export control obligations as U.S. exporters.
