An e-manifest for cross-border transport is a digital advance declaration of all cargo and vehicle details submitted to customs and border authorities before or at the point of entry. It replaces the paper manifest and is filed electronically through dedicated customs systems – in the EU, for instance via NCTS for transit procedures or ICS2 for entry summary declarations. Standard data fields include shipper, consignee, goods description, weight, vehicle registration, and driver details. Early submission allows customs to conduct risk assessments before the vehicle reaches the border, which can substantially reduce physical inspections and waiting times at crossings. The e-manifest covers the entire load of a vehicle and is distinct from the CMR consignment note, which records a single transport contract.
