The term covers the movement of goods or passengers entirely within a single country's borders, regardless of mode: road, rail, inland waterway, or air. Because no border is crossed, customs formalities do not apply. Operations are governed exclusively by national law: vehicle and weight standards, drivers' hours rules, road-use charges, and cabotage restrictions for foreign carriers.
