DDC are distinct from the base ocean freight rate and are generally payable by the consignee or importer. Unpaid DDC will block cargo release, so they must be factored into customs clearance planning from the outset. DDC differ from demurrage, which accrues when containers overstay free time inside the terminal, and from detention, which applies to equipment held outside the terminal.
