A declared value is the monetary amount a shipper formally states for a shipment, establishing the ceiling of the carrier's liability in case of loss or damage. Without an explicit value declaration, standard liability caps apply under regimes such as the CMR Convention, the Montreal Convention for air freight, or a shipping line's conditions of carriage – limits that often fall well short of the actual cargo value. By declaring a higher value, a shipper gains access to greater compensation but will typically pay an ad valorem surcharge. In customs law, the declared value serves a second, legally distinct purpose: it equates to the customs value and forms the basis for calculating import duties and taxes.
