Declar is a free web application of the Swiss BAZG in the ePortal that enables, above all, smaller companies and transporters without their own customs software to take part in the digital customs process. Today Declar does not yet create an actual import or export goods declaration but a transport declaration: it links an already existing goods declaration to the vehicle and the border crossing. Put simply, Passar declares the goods, Declar links them to the transport, and the Activ App detects the driver's arrival at the border. Use requires the business-partner role 'Transport' in the ePortal. Declar is still in the pilot phase and is planned to enable import declarations from the first quarter of 2027 and export declarations from the third quarter of 2027; in the long term it replaces e-dec Web. Not to be confused with Passar (the overarching goods traffic system) or e-dec Web (the legacy system being replaced). As of June 2026.
