Freight forwarders and customs brokers use customs transit procedures to move goods under customs supervision from an office of departure to an office of destination, bypassing duty payment at intermediate border crossings. The goods remain under customs control throughout the journey and are formally cleared only upon arrival at the destination office. Within the EU and EFTA countries, the New Computerised Transit System (NCTS) governs most transit movements; internationally, the TIR Convention allows road hauliers to cross multiple borders under a single Carnet TIR guarantee. A financial security—cash deposit or surety bond—must be lodged at the outset and is discharged once the procedure is formally closed. This differs from customs warehousing, where goods are stored at a fixed location without entering free circulation.
