High-risk shipments are routed to documentary checks, scanner inspections, or physical examination; low-risk cargo clears without delay. The system's purpose is to balance border security and revenue protection against the imperative to keep legitimate trade flowing. Within the EU, risk-based customs control is embedded in the Union Customs Code; at the international level, the WCO's risk management guidelines provide the shared methodological foundation. The CRMS is the analytical pre-filter – it determines which shipments warrant scrutiny, but does not itself conduct the inspection.
