When a customs procedure such as external transit, customs warehousing, inward processing, or temporary admission is opened, the customs authority requires financial security as proof that any resulting customs debt can be recovered. Security may take the form of an individual guarantee covering a single transaction or a comprehensive guarantee spanning multiple procedures, and is typically provided as a bank surety bond or cash deposit. In EU customs law, the Union Customs Code (UCC) sets out the applicable requirements; authorised economic operators (AEO) may apply for a reduction or full waiver of the security obligation. Without an accepted guarantee, the procedure is refused or the goods are held at the border. Correctly sized security speeds up clearance and avoids interest charges that accrue when a guarantee is actually called upon.
