Unlike a bill of lading or packing list, a customs form is the official declaration document through which a cross-border consignment is formally presented to the customs authority. The declarant enters the goods description, customs value, country of origin, and HS code, then submits the form—predominantly via electronic systems—to the competent authority. In the EU, the Single Administrative Document (SAD) provides the standardised framework for customs declarations. The customs form establishes the legal basis for assessing import duties, import VAT, and other charges. Depending on the applicable trade regime, additional forms—such as those for preferential origin claims—supplement the standard declaration.
