A customs duty rate is the percentage or unit-based charge applied to the customs value or a quantity measure of imported goods to calculate the duty owed. Ad valorem rates – expressed as a percentage of customs value – are the most common form; specific rates are levied per kilogram, litre, or unit. The applicable rate depends on the HS tariff heading, the country of origin, and any preferential trade agreements in force – a valid proof of origin can reduce the rate to zero. In EU external trade, rates are published in the TARIC database. Anti-dumping measures, safeguard actions, or newly enacted free trade agreements can alter an established rate with relatively short notice.
