The Customs Cooperation Council (CCC) was established in 1947 as an intergovernmental body to harmonize customs procedures and documentation across borders. In 1994 it was renamed the World Customs Organization (WCO), now representing over 180 member administrations worldwide. The WCO remains the principal international technical authority on customs matters, developing instruments such as the Harmonized System (HS) for goods classification, the SAFE Framework for supply chain security, and the Customs Valuation Agreement. Trade compliance professionals still encounter the original name CCC in older international conventions and legal texts, making familiarity with both names essential.
