Controls range from a purely documentary check, covering the commercial invoice, packing list, and proof of origin, to a full physical inspection of the consignment. The intensity applied to any given shipment is largely determined by the authority's risk-based targeting system. For freight forwarders and importers, a customs hold means potential delays and additional demurrage or storage costs. Authorised Economic Operator (AEO) status is one of the most effective ways to reduce the likelihood of inspection.
