Securing the right to ship goods overseas begins with export clearance at the seaport. The exporter or their customs broker submits the export declaration together with supporting documents—commercial invoice, packing list, and any required export licences—to the competent customs office. Authorities verify the declared value, origin, and any applicable export controls or prohibitions, may order a physical inspection, and issue an official release authorisation. Without that authorisation, the terminal cannot load the cargo onto the vessel. In the EU, the Electronic Export Declaration (EAD) is the central instrument; comparable electronic systems apply in other jurisdictions.
