A manufacturer ships goods that fall just short of the rules of origin under a free trade agreement, even though suppliers within the same agreement zone contributed substantial inputs. Cumulation resolves this: it allows processing steps and originating materials from multiple partner countries to be combined when establishing preferential origin, so the goods qualify for reduced tariff rates. Value added does not need to be concentrated in a single country. Three main forms exist, depending on the agreement: bilateral cumulation between two parties, diagonal cumulation across a network of countries (as in the Pan-Euro-Mediterranean zone), and full cumulation, under which every processing operation carried out within the partner zone counts. For customs brokers and exporters, applying cumulation rules correctly is critical—without it, many goods produced across international supply chains would lose their preferential status entirely.
