The CPTPP (Comprehensive and Progressive Agreement for Trans-Pacific Partnership) is a multilateral free trade agreement among eleven Asia-Pacific nations, in force since 2018. Its membership includes Japan, Canada, Australia, Mexico, Vietnam, and Singapore, and it came into being after the United States withdrew from the original TPP. The agreement covers preferential tariff rates—often reduced to zero—alongside provisions on investment protection, services, intellectual property, and labour standards. Exporters gain access to these preferential rates only where goods satisfy the applicable rules of origin; freight forwarders and customs brokers must therefore ensure that origin documentation, whether a certificate of origin or an invoice declaration, is accurate and complete. A key feature is the cumulative origin rule, which allows inputs sourced from multiple CPTPP member states to count collectively toward origin thresholds. The CPTPP is separate from any bilateral free trade agreements maintained between individual member countries, which may set different origin criteria and duty phase-out schedules.
