Conditional customs clearance allows a customs authority to release goods provisionally for import or free circulation before all required documents have been submitted or all inspections completed. The importer or customs broker may collect and forward the goods but undertakes to supply outstanding documentation – such as certificates of origin, inspection reports, or proof of duty payment – within an agreed timeframe. Failure to comply triggers duty assessments, penalties, or recovery action by the customs authority. The procedure decouples the physical release of goods from the administrative conclusion of the clearance process, materially reducing demurrage and port storage costs.
