Unlike the diverging national customs laws of individual EU member states, the Community Customs Code (CCC) established a single, uniform customs framework across the European Union. It set binding rules for the classification, valuation, and declaration of goods on import, export, and transit, and governed special procedures such as inward processing, customs warehousing, and temporary admission. Freight forwarders, customs brokers, and importers relied on its provisions daily – particularly for rules of origin, customs debt, and appeal procedures. The CCC was replaced in 2016 by the Union Customs Code (UCC), which introduced a modernised, digitally oriented framework. The older term continues to appear in legacy contracts, reference manuals, and customs IT systems.
