Commodity classification enters the picture the moment goods are declared for customs clearance: importers and customs brokers assign each product a Harmonized System (HS) code—six digits at the international level, extended to eight or ten digits in national tariff schedules such as the EU's TARIC or the U.S. Harmonized Tariff Schedule (HTS). That code determines the applicable duty rate, import restrictions, trade policy measures, and statistical reporting obligations. Misclassification can trigger penalty duties, cargo seizures, and retrospective duty demands; precise classification, by contrast, unlocks preferential tariff rates and tariff rate quotas where applicable. For this reason, commodity classification is both a compliance requirement and a cost management lever in import costing.
