When a shipment moves across at least two distinct modes of transport – road and rail, or sea and inland waterway, for instance – a combined transport agreement provides the single contractual framework for the entire journey. Rather than issuing separate contracts for each leg, the carrier assumes end-to-end liability from the point of origin to the final destination, including segments performed by subcontractors. This gives the shipper a clear and uncomplicated point of recourse in the event of loss, damage, or delay. Unlike mode-specific instruments such as the CMR for road or the CIM for rail, the combined transport agreement is modally neutral and explicitly addresses how liability is allocated at interchange points between legs.
