Unlike the broader concept of combined transport, Kombiverkehr – the legally defined form of intermodal carriage under EU terminology – comes with specific eligibility criteria that determine access to financial incentives. The majority of the journey, measured by distance, must be performed by rail, inland waterway or sea; the initial and final road legs are capped by statute. Goods travel in a standardized load unit – container, swap body or semi-trailer – without any handling of the cargo itself at the modal interchange. In many EU member states, this classification unlocks concrete benefits: operators may qualify for tax relief, toll exemptions or direct subsidies depending on national implementation. Misclassifying a shipment in a subsidy application can result in rejection or recovery of funds.
