Anyone wishing to move air cargo on passenger aircraft to or within the USA cannot bypass the Certified Cargo Screening Program (CCSP). The programme run by the US Transportation Security Administration (TSA) allows certified facilities – shippers, freight forwarders and cargo handlers – to screen air cargo before it reaches the airport. The background is the legal requirement that 100 percent of cargo on passenger aircraft must undergo screening commensurate with the standard applied to checked baggage. Certified sites, known as Certified Cargo Screening Facilities (CCSF), must meet strict requirements regarding personnel, equipment and chain of custody; the programme is codified in 49 CFR Part 1549. For freight forwarders, security certification as a CCSF means shorter dwell times at the airport and more predictable processes. Functionally, the CCSP corresponds to the European system of Regulated Agents and Known Consignors. Not to be confused with C-TPAT, the customs-oriented security programme of US Customs and Border Protection.
