The document travels with the goods in international trade and is required for customs clearance at many borders. In the EU, the CE declaration of conformity applies this principle to specific product categories, where manufacturer self-certification is accepted unless mandatory third-party testing is prescribed. It should not be confused with a certificate of origin, which attests to where goods were produced, or with a laboratory test report based on measured data. At customs, officers verify the certificate for completeness and check that the product descriptions match the entries on the transport document.
