In day-to-day customs and compliance work this means: if the buyer, destination country, or stated application raises red flags, the exporter must act—regardless of whether the good features on any control list. Under EU dual-use legislation the catch-all check is an independent control mechanism that complements the standard list check. It should not be confused with general cargo inspection in logistics, which focuses solely on the completeness and physical accuracy of shipments.
