A carrier is the natural or legal person that contractually undertakes the physical transport of goods from one point to another in exchange for payment. The term applies across all modes: road hauliers, shipping lines, airlines, and rail operators all qualify as carriers. The defining distinction from a freight forwarder is operational responsibility – the carrier actually moves the goods, whereas a forwarder organises transport without performing it directly. Carrier liability is governed by mode-specific international conventions: the CMR for road, the Montreal Convention for air, and the Hague-Visby Rules for sea. In day-to-day freight operations, the carrier issues or accepts the core transport document – CMR consignment note, air waybill, or bill of lading – and is the primary contact for shipment tracking and damage claims.
