Unlike the fixed base freight rate, the bunker surcharge is a variable additional charge through which shipping lines pass on the cost of vessel fuel (bunker oil) to their customers. Common labels include BAF (Bunker Adjustment Factor) and Fuel Surcharge; since the IMO sulphur cap came into effect, the term LSS (Low Sulphur Surcharge) has also become widespread. The surcharge is typically revised on a periodic basis – often monthly – based on current bunker fuel price indices and is quoted separately from the base freight. When fuel prices fall, the BAF may be reduced or waived; when they rise, it increases accordingly. Shippers should always request a breakdown of the bunker surcharge when comparing freight quotes, as it can materially affect total freight costs.
