Unlike surcharges tied to port handling or documentation, the Bunker Adjustment Factor (BAF) moves in direct response to fluctuations in global bunker fuel prices: shipping lines levy it to absorb fuel cost volatility without renegotiating the base freight rate each time. In practice, carrier and shipper or forwarder agree on a base freight; the BAF is then recalculated periodically – often monthly or quarterly – and listed as a separate line item on the ocean freight invoice. Depending on the contract, it may be charged per TEU, per tonne, or as a percentage of the base freight. The BAF should not be confused with the Emergency Bunker Surcharge (EBS), which is applied on an ad hoc basis in response to sudden, sharp spikes in oil prices.
