Unlike a non-binding tariff ruling, a Binding Tariff Information (BTI) officially and legally fixes the tariff classification of a specific product. The customs authority determines the correct HS code on application, based on the product description, samples, and technical documentation. For importers and exporters, the BTI provides genuine planning certainty: the holder can rely on the issued classification even if the authority later adopts a different view. Validity is time-limited, and changes to the product's composition or characteristics may invalidate the ruling. The BTI should not be confused with Binding Origin Information (BOI), which establishes a product's country of origin rather than its tariff position.
