Exporters and importers apply for Binding Origin Information (BOI) from the competent customs authority to obtain a legally binding official determination of which country qualifies as the origin of a specific product. The BOI specifies how the relevant rules of origin apply to that product — for instance, whether sufficient working or processing has taken place, or what proportion of third-country materials is permissible. It binds the issuing authority and protects the holder against subsequent challenges or additional duty claims, provided the product and production process remain unchanged. Validity is time-limited; material changes to composition, manufacturing method, or supply chain require a fresh application. BOI should not be confused with Binding Tariff Information (BTI), which addresses tariff classification, not origin.
