It defines carrier access rights, permitted modes of transport, toll and road-use conditions, and applicable weight and dimension limits. For freight operators, amendments to these agreements – such as new permit requirements for third-country vehicles or tightened axle-load rules – can affect routing decisions and cost calculations at short notice. Within the EU, many bilateral arrangements have been superseded by common transport law, but they remain the governing instrument for traffic with non-EU countries.
