Shippers, forwarders, drivers, and warehouse staff must be demonstrably trained and – depending on the mode – certified; the obligation applies not only during carriage but already when preparing the shipment. Hazard labels, UN numbers, transport documents, and emergency response information are legal requirements, not optional guidance. Non-compliance can result in substantial fines, operational shutdowns, or criminal liability. Particular care is required in intermediate storage, where incompatible hazard classes must be kept physically segregated.
