BAZG risk analysis in goods traffic is the risk-based assessment with which the Swiss Federal Office for Customs and Border Security (BAZG) decides which consignments are checked and which are released. For private individuals and shippers this means, in simple terms: not every item is physically inspected; instead the system selects specifically on the basis of risk characteristics. In the new Passar goods traffic system this runs largely automatically: when the goods declaration is activated, the BAZG systems evaluate the data and, depending on risk, generate so-called control requirements; their criticality determines the control decision, which is fed back to the declarant immediately as release or control (selection). For freight forwarders, hauliers and customs agents it is decisive that complete, plausible data in the goods declaration and transport declaration reduce the probability of a control and allow the border to be crossed without a stop. Factors assessed include the type of goods, origin/destination, parties involved, tariff classification and duties, as well as security-relevant aspects. Risk analysis should be distinguished from the mere plausibility check of the data and from downstream post-clearance audits.
