An Authorised Consignor is a person or company formally approved by the competent authority to independently package, mark, label, and consign dangerous goods under ADR, without relying on an external hazardous goods service provider. The status requires demonstrated expertise, appropriate on-site facilities, and a valid authorisation subject to periodic renewal. This role is most common among manufacturers and chemical companies that regularly dispatch large volumes of hazardous materials. The authorised consignor bears full legal responsibility for compliance with all applicable ADR requirements on packaging, marking, and documentation. It should not be confused with the Dangerous Goods Safety Adviser (DGSA), who fulfils an internal advisory and monitoring function but is not necessarily the consignor.
