Authorised Consignee (ZE) and Authorised Consignor (ZV) are approved simplified customs procedures of the Swiss BAZG: they allow companies to import (ZE) or export (ZV) goods at an authorised location — usually their own business premises — without presenting them to a customs office. In plain terms: clearance at the company instead of at the customs counter. For professionals: the procedure is aimed at freight forwarders, importers and exporters who regularly file customs declarations; any inspections take place at the authorised location, avoiding waiting times and bottlenecks at the border. Authorisation for the simplified procedure (dispatch and/or receipt) is granted by the competent regional BAZG office (basis: directive R-10-21). In the digital environment, customs declarations are transmitted electronically via the Passar goods traffic system (goods declaration and transport declaration) or, during the transition, still via e-dec; the assessment decision (eVV) is obtained electronically. Distinction: ZE/ZV are national Swiss simplifications for import and export and should not be confused with the identically named role in the NCTS transit procedure (common transit).
